Rezumat

Situată în periferia sistemului mondial modern, România se confruntă cu fenomenul formei fără fond care se manifestă, mai ales, în politică. Materialul de față schițează una dintre soluțiile ieșirii României din această situație. Denumită dosar de problemă/spațiu, soluția constă în descrierea unui spațiu, respectiv a unei probleme, într-o manieră documentată, sintetică și accesibilă pentru guvernanți, dar și pentru publicul interesat. Astfel, dosarul face posibilă realizarea actului politic pe baze științifice. Expresie a documentării specialistului, acesta se află la intersecția a patru principii ale cunoașterii: al gândului principial (axa națională), al întregurilor (teoria gustiană), al continuității (perspectiva istorică) și al sintezei. Astfel că, dosarul reprezintă contribuția cercetătorului la soluționarea problemelor comunităților de români de pretutindeni, la îmbunătățirea actului de guvernare, dar și la cunoașterea altor state.
