Abstract
On the periphery of the modern world system, Romania is confronted with the phenomenon of form without substance, which manifests itself especially in politics. This material outlines a solution to get Romania out of this dire predicament. Called a problem/space case-file, the solution consists of describing a cultural, ethnological, national (geopolitical) space, focused on certain issues/problems, in a documented, synthesized, and accessible manner, both for the government and the interested public. In this way, the case-file makes it possible to accomplish political action on a scientific basis. An expression of the specialist’s documentation, it is at the crossroads of four principles of knowledge: the principle of the national axis, the principle of wholes (the Gustian theory), the principle of continuity (the historical perspective) and the principle of synthesis. Thus, the case-file represents the researcher’s contribution to solving the problems of the Romanian communities abroad, to improving the act of governance, and to the knowledge of other states.
